"Tracking" means two different things — decide which one you need

Ask ten Saudi businesses about tracking solutions and you will get two entirely different conversations. One is marketing measurement: which campaign, keyword or channel produced the enquiry that became a deal. The other is operational: where the vehicle, the container, the technician or the shipment currently is.

They share almost no technology and they fail for different reasons. Marketing tracking usually fails because the last mile — the phone call, the WhatsApp message — is invisible. Operational tracking usually fails because the hardware works fine and nobody integrated the data with the systems that would act on it.

Marketing measurement: the stack that actually works

The standard configuration for a Saudi business is not exotic, but very few implementations are complete.

The last row is where most of the value is and where almost nobody gets to. Without it, your advertising optimises for the cheapest form submission, which is reliably the least qualified one. With it, the platform learns which enquiries actually close.

What "properly configured GA4" means

Installed is not configured. A GA4 property that is genuinely useful has: conversion events defined for each meaningful action, form submissions distinguished by which form, phone and WhatsApp taps as tracked events, internal traffic filtered, cross-domain tracking if you use a booking subdomain, and a data retention setting someone consciously chose. Most properties we audit have none of those, and the owner has been reading a dashboard that measures curiosity rather than commerce.

The WhatsApp and phone problem

This is the Saudi-specific issue, and it is bigger here than in most markets. A very large share of enquiries in the Kingdom arrive by WhatsApp or by phone. Both are, by default, completely invisible to your analytics — the visitor taps a link, leaves your site, and the conversation happens somewhere your reporting cannot see.

The consequence is systematic and expensive: channels that produce phone and WhatsApp enquiries look like they produce nothing, so budget moves away from them toward channels that produce trackable but lower-quality form fills. We have seen businesses cut the campaign that was actually generating their revenue because the dashboard said it generated no leads.

The fix is not difficult:

  • Parameterised wa.me links per page and per campaign
  • Tap events fired before the redirect
  • Dynamic number insertion for calls
  • A first-message capture step in the WhatsApp flow
  • Outcomes logged back to the CRM

None of it is new technology. It is simply work that gets skipped because the site launched before anyone asked how enquiries would be attributed. We build it in as part of digital marketing engagements, before any budget is spent, because spending on a channel you cannot measure is how the money quietly disappears.

Consent, retention and the Personal Data Protection Law

Saudi Arabia's Personal Data Protection Law changes how tracking should be configured. The practical implications for most businesses:

Consent has to be meaningful. A banner that sets tracking cookies before the visitor chooses is not consent. Consent state should genuinely gate what fires.

Retention should be a decision. GA4 lets you choose how long user-level data is retained. Choosing deliberately, and writing down why, is materially better than accepting a default nobody reviewed.

Cross-border transfer needs thought. Where analytics data is processed and stored matters. Server-side tagging helps because it gives you a control point — you decide what leaves your infrastructure and what does not.

A reasonable position: collect less, connect it better. Most organisations are collecting far more than they use and connecting almost none of it to revenue. Reducing collection while adding CRM outcome import improves both compliance posture and decision quality at the same time.

Operational tracking: fleet, assets and shipments

The other meaning. Saudi Arabia has a large logistics and industrial base — the Eastern Province industrial belt, Jubail and Yanbu, port operations in Jeddah and Dammam, and long-haul corridors north toward Hafar Al Batin and Arar. Fleet and asset tracking is mature here, and regulated telematics requirements apply to many commercial fleets.

Hardware is rarely the problem. Devices work. What fails is everything after the device:

The data does not reach the systems that would act on it. A tracking portal nobody opens is not a tracking solution. The value appears when position and status data flow into dispatch, customer notifications and billing.

There is no customer-facing layer. Your customer does not want a login to a telematics portal. They want a link that shows where their shipment is, in Arabic, on a phone. Building that layer on top of the tracking data is usually a modest piece of work with a disproportionate effect on how the service is perceived.

Nobody defined the exception. Tracking is only useful if something happens when a threshold is crossed. Late, off-route, temperature out of range, idle too long — each needs a defined action and an owner, otherwise you have built a very precise record of problems nobody addressed.

This is software and integration work rather than hardware procurement, and it is where the return actually sits.
